Brief Description of the Project :

Under the scope of the Sustainable Cities Project, the consultancy services include the preparation of Integrated Urban Water Management Plans for Antalya Province, Turkey's fifth largest province with a population of 2.5 million.

Antalya, a Mediterranean province, is the "Tourism Capital" of Turkey and between April and October, when summer tourism is experienced, the population of the province increases approximately 10 times the official figures with the arrival of both domestic and foreign tourists. With an area of 20,117 km2, Antalya has 19 districts, 5 of which are central and 14 are rural, and a total of 914 neighborhoods. Approximately 84% of the population lives in urban neighborhoods and 16% in rural neighborhoods.

With the services to be provided within the scope of the project, it is aimed to determine a general framework for the area within the borders of the entire metropolitan municipality by addressing all water problems (waste water, stormwater, solid waste), examining how climate change or major disasters affect water resources, techniques for increasing water use efficiency and reducing demand, water sensitive urban design techniques, rivers, environmental water and conservation planning, natural wetlands and waterways in urban landscapes.

In this direction, general examination of water, wastewater, storm water and solid waste sectors, Antalya Water and Sewerage Administration (ASAT), municipality and the provision of services is aimed and also not to handle the sectors separately, but also to evaluate their relations with each other and with the service sector and to direct the service sector accordingly.

Within the scope of the study, the works carried out with the tasks listed below were submitted to ASAT and IB, and the final reports were prepared by taking the opinions of the World Bank.

Inception Report and Consolidated Work Program:

The consultant explained the organization chart of the project, its stages and the activities to be carried out in the project.

Evaluation Report for the Current Situation of the Municipality/Client:

The consultant evaluated the current socio-cultural conditions of the province and the responsibilities, legal obligations, institutional structure, technical infrastructure and economic-financial conditions of the municipality/Client. The existing spatial/sectoral plans and strategy action plans of the province were reviewed and an Evaluation Report was prepared.

Evaluation Report for the entire Metropolitan Municipality:

Considering the current situation analysis for the entire metropolitan municipality, water demands for capacity increase and sustainable development for 2050, an evaluation was made on water, wastewater, stormwater and solid waste services and an Evaluation Report was prepared. Accordingly;

  • As a result of the meetings with the stakeholders, the economic and social character of the province was determined.
  • Project stakeholders and gap analysis studies were carried out.
  • Population estimates for the year 2050 were studied and spatial distribution plans were made.
  • Evaluation of the current status of the urban water cycle components (drinking water, wastewater, storm water and solid waste) was made with the water and wastewater projections.
  • A risk assessment has been made in terms of the effects of floods and climate change in the province.
  • The performance and capacity of existing national and municipal institutions involved in the management of the water and wastewater sectors were evaluated, training and capacity building needs for the implementation of the integrated urban water management plan were identified and suggestions were provided.

Detailed Diagnostic Report of the Water System in the Selected Area(s):

A detailed evaluation of the water system was made for Antalya Center (Kepez District) as the selected area. In this context, drinking water system, wastewater system, storm water system (as stream beds and urban drainage), industrial wastewater, sludge treatment and disposal, solid waste system and other sectors that have a great impact on water resources depending on province characteristics were evaluated.

Integrated Urban Water Management (IUWM) Strategy Report for the entire Metropolitan Municipality:

Need assessment studies were carried out for services and development strategies were determined. These strategies are divided into short-medium and long-term and are based not only on infrastructure, but also on social, economic, and environmental considerations. In this context, existing scenarios, master plan and trend scenarios were studied.

Integrated Urban Water Management (EKSY) Plan Report for Selected Areas:

Based on the collected data and detailed diagnoses, the consultant has prepared an Integrated Urban Water Management Plan for Antalya Center (Kepez District). The plan included structural and non-structural measures to achieve an integrated water system. These measures are given both as justification and scope, as well as the anticipated durations and estimated costs. Structural measures considered all types of infrastructure (decentralized water and sanitation systems, stormwater harvesting, wastewater and stormwater recycling, and natural systems such as wetlands) to meet water demand, improve water quality and enhance the sustainability of urban water management.

  • Reviewing the Current Situation of the Municipality / Client and preparing the Evaluation Report,
  • Preparation of the Evaluation Report for the entire Metropolitan Municipality,
  • Detailed Diagnosis of the Water System in the Selected Area(s) and Preparation of the Report,
