Technical Assistance to Prepare Drinking Water Supply Projects for 8 Municipalities in Turkey

Brief Description of the Project :

The overall objective of this Project is to accelerate Turkey's accession by enabling Turkey to achieve a high level of environmental protection and compliance with the EU directives. The purpose of this technical assistance contract is to assist Turkey to prepare investment project packages among priority projects which will be further proposed for IPA co-financing.

The project covers the whole of Turkey, especially the location of eight (8) selected municipalities in Erzincan, Nizip (Gaziantep), Akçaabat (Trabzon), Manavgat (Antalya), Silvan (Diyarbakır), Erciş (Van), Doğubayazıt (Ağrı) and Bulancak (Giresun).

The project target groups are the following:

• The Municipalities/Unions (final beneficiary of the Project),
• Citizens of the project area.

Project preparation for water supply in 8 municipalities in Turkey, comprising Fact-finding Reports, Financial and Operational Performance Improvement Reviews, Water and Wastewater Master Plans, Feasibility Studies, Environmental Impact Assessments, IPA Applications, Conceptual and Detailed Design and FIDIC Yellow and Red Book Tender Documents for Works and Supply Contracts. Terms of reference for subsequent consultancy services. Training and Capacity building.

Technical components of the project;

• Approximately 1000 km water mains,
• 10 Pumping Station,
• Groundwater source development,
• 100 000 m³ storage Water Reservoirs
• 3 Water Treatment Plants with capacities 20 000 – 40 000 m³/day.

• Inception Report
• Financial & Operational Performance Review (FOPIR)
• Water and Wastewater Master Plan
• Feasibility Studies (including Financial & Economic Analysis, CBA)
• Environmental Impact Assessment
• Preparation of IPA Environmental Investment Application Form
• Design Report (including conceptual design for Drinking Water Supply Projects)
• Tender Dossiers for a Design Build Contracts and Supply Contracts
• Preparation of ToR for the Consultancy Services.
