Dicle River Sub-Basin Master Plan Report

Client General Directorate of
State Hydraulic Works (DSİ)
Partner -
Financing Local
Duration of Services 02/2015 - 01/2018
Brief Description of the Project:

Dicle Basin comprises, wholly and/or partly, the provinces of Diyarbakır, Batman, Siirt, Bitlis, Şırnak, Hakkari, Muş, Van, Bingöl, Elazığ and Mardin.

The purpose of the project is to establish the water budget by determining basin water potential and quality, land use, soil resources as well as water usage and needs; to determine the evaluation priorities of the established potential, and possible water needs; and to investigate the methods to meet such needs, and technical, economic and environmental feasibilities in the general sense.

As a result of goal-oriented data collection and evaluation, and technical, economic and environmental studies, a “Basin Master Plan”, which will contribute to the social and economic development of the basin, were prepared by evaluating the potential of water and soil resources in an integrated approach.

The reports to be prepared under the scope of the project are listed below:

  • Basin Hydrology Interim and Final Report
  • Basin Hydrogeology Interim and Final Report
  • Basin Land Classification and Drainage Interim and Final Report
  • Basin Water Consumption Interim and Final Report
  • Basin Agricultural Water Use
  • Basin Potable and Municipal Water Consumption
  • Basin Industrial Water Consumption
  • Environmental Flow Amount
  • Basin Agricultural Economy Interim and Final Report
  • Basin Environment and Water Quality Interim and Final Report
  • Basin Flood and Sediment Control Interim and Final Report
  • Work Progress Reports
  • Basin Master Plan Interim and Final Report
Scope of Services:

Works to be provided under the scope of Master Plan include the following:

  • Determination and evaluation of the potential of surface water and groundwater resources.
  • Carrying out operational studies of water structures within the basin, and proposing optimum operational plans for their reasonable use towards various purposes.
  • Determination of soil resources as well as land size and use in the basin; collection of data regarding public irrigations schemes, and areas subject to plans, projects and operations developed by State Hydraulic Works and other public institutions and organizations; determination of irrigable areas.
  • Submission of crop patterns, actual water consumptions and crop water requirements of existing and planned projects in the basin.
  • Preparing existing and planned water use inventories in terms of sectors, and proposing new sectoral water allocation plans by determining relevant needs.
  • Determination of basin water budget by establishing the balance between water resources and water needs, and preparation of water stress map on the basis of water deficit that might subsequently arise.
  • Inputting all energy projects in the basin to the Geographical Information System (GIS), submission of proposals to evaluate the remaining potential on the basis of the existing situation.
  • Determination of groundwater potential, reliable water reserve, reserve in use, groundwater budget and groundwater quality of plains in terms of basins and sub-basins.
  • Studying underground dam and artificial recharge projects to the extent permitted by the geological and topographical characteristics of the basin.
  • Proposing required revisions and additional structures taking into account existing flood control structures in the basin, and inputting them to GIS.
  • Determination of specified or declared protected areas, including their conservation strips, such as wetlands, natural preservation sites, archaeological sites, natural parks, existing drinking water resources (surface or groundwater) and drinking water reservoirs; taking inventories of natural lakes and inputting these to GIS.
  • Proposing for advanced studies the projects developed for the use of identified resources by establishing in general their technical, economic and environmental feasibilities.
  • Studying the conditions of hydro meteorological stations, and proposing a revised hydro meteorological network including any new stations or existing station relocations planned, if any.
  • Studying inter-basin water transfer possibilities after the determination of water resources and water needs balance.
  • Preparation of basin water quality report by evaluating the analysis results of surface water and groundwater monitoring stations, which are currently used to monitor water quality in the basin, in terms of potable water, municipal water and irrigation water as per relevant legislation.
  • Estimating the population, and the potable, municipal and industrial water needs in the basin for the target year; and establishing supply and demand balance.
  • Studying in general the technical, economic and environmental feasibilities of required new facilities and proposing those that are considered to be appropriate for the case where the target year potable, municipal and industrial water needs are not met by existing and planned projects.
  • Reviewing the studies and works carried out concerning the basin, presenting the actual development of the basin, and making relevant comparisons.
