Preparation of Master Plan for Stormwater Infrastructure and Related Services of Mersin City (MPÇ-YS1)

Brief Description of the Project :

Due to the fact that all residential areas within Mersin provincial borders are accepted as the area of responsibility and service of Mersin Water and Sewerage Authority (MESKİ) as per law no. 6360, the stormwater master plan covers all residential areas within such borders (excluding Tarsus district center, and any quarters that had had village status before law no. 6360 came into effect).

Project purposes include the following;

• Determination of issues, bottlenecks, limitations, deficiencies and inadequacies of existing facilities and systems, including existing stormwater collection and drainage network as well as flood control infrastructure, of residential areas within MESKİ service area by making evaluations in terms of technology, economics, finance, corporate aspects and environment;

• Calculation of stormwater service demand that will arise in the service area within the period until 2050;

• Reviewing and updating short- and long-term planning criteria for stormwater services;

• Determination of short-, intermediate- and long-term stages of catchment basin project investments foreseen under this master plan on the basis of investment sizes and the financial capability of MESKİ;

• Preparation of “Long-term Plan-LTP” for 2015-2020 period to serve as basis for the evaluation of possible financiers, and preparation of “Environmental Issues and Assessment Report”; 

• Preparation of preliminary designs and conceptual designs concerning stormwater collection network investments foreseen in the Long-term Plan for residential areas in the service area;

• Calculations concerning the preparation of designs will not be carried out on the basis of adjacent area boundaries but on the basis of basin boundaries; stormwater flow rates of basins outside adjacent area borders will be calculated as per the characteristics of such area and will be included in the new system as end flow rate;

• Preparation of “Short-term Program-STP” in line with Long-term Plan;

• From the projects included in STP, preparation of tender documents of projects within districts of Akdeniz, Toroslar, Yenişehir and Mezitli.
