Brief Description of the Project :

The Republic of Azerbaijan has received financing from the World Bank toward the cost of the National Water Supply and Sanitation Project (the Project), and intends to apply part of the proceeds of the loan toward payments under a contract for the services of a Construction Management firm (CMF) to provide technical support to the Project Implementing Agencies in managing the implementation of the Project. The Project will be jointly financed by the World Bank and the Government of the Republic of Azerbaijan.

The main objective of the Project is to improve the availability, quality, reliability, and sustainability of water supply and sanitation (WSS) services in at least 22 of Azerbaijan’s rayon (region) centres. This objective will be achieved through: (a) reconstruction of water supply and sanitation infrastructure in the regions; and (b) implementation of a comprehensive Institutional Modernization Component to strengthen the WSS sector’s capacity to manage water supply and sanitation services in an efficient, effective, and sustainable manner.

Construction of the water and sewerage networks under the Project would be implemented in two phases. Phase One would cover construction of WSS infrastructure in the urban centers of the first ten regions, including Agstafa, Bilasuvar, Khanlar, Geranboy, Shamakhi, Oguz, Gabala, Zagatala, Saatli, and Tovuz, as well as the villages located in close proximity of the urban centers or along the transmission mains supplying the centers. Phase Two would cover twelve additional regions: Hajigabul, Gazakh, Mingechevir, Sabirabad, Samukh, Shamkir, Terter, Gakh, Guba, Khirdalan, Sharur and Babek.

Scope of Services :

The CMF will be involved in overall management and supervision/coordination, as well as provision of technical assistance in procurement and management of all major contracts under the Project. To achieve the objectives, the CMF will undertake the following general activities:

  • Review of the Feasibility Studies,
  • Preliminary Design of Water and Wastewater Networks, WTP and WWTP in 22 regions,
  • Preparation of Tender Documents in accordance with the World Bank procedures,
  • Technical Support during Tendering and Contract Award Stages,
  • Construction supervision under FIDIC Conditions,
  • On-job Training on the management, procurement and supervision services.
